Labor’s Kaiser: ‘efficiency’ dividend means less jobs

Mike Kaiser is a strategist for the Labor Party. 

He guided Morris Iemma to an unlikely win a few years ago in New South Wales and was Chief Adviser to Anna Bligh in Queensland in her recent victory.

According to The Australian, Kaiser said that in both campaigns the Opposition wanted to cut the public service.

This is what he told The Australian.

Up here we had Lawrence Springborg with his efficiency dividend, which is just another term for less jobs.  It’s a lesson for anyone who says politics isn’t ideological. Having a smaller public service is very much an ideological move.

Federally, Rudd Labor increased John Howard’s efficiency dividend ‘temporarily’ to 3.25 per cent. The public sector union – the CPSU – estimates it cost at least 3000 jobs (an underestimate in my view).

It is likely Rudd Labor will keep the ‘efficiency’ dividend at or around that 3.25 per cent level in this Budget in May.  As Kaiser says this means less public service jobs.  It also means more work for those who keep their positions.

Rudd Labor may couple this ‘efficiency’ dividend with a wages freeze or let their agency heads figure it out and do that dirty work for the ALP Government.

Kaiser is right.  The efficiency dividend is about cutting jobs.  

So the ALP message in Queensland was jobs, not cuts. 

It is a message we should send to Kevin Rudd in Canberra as he and the Swanette prepare to destroy thousands of public service positions.

Instead the CPSU has run advertisements about the worth of the public service and has affiliated to the ALP.

Neither will stop the dexters in the Federal Labor Government from splattering the blood of thousands of innocents on the abattoir floor of unemployment.

Only industrial action can do that.

Come on CPSU.  Stand up to Rudd Labor. Defend your members’ jobs and living standards.

So the popular ‘Anna’ came through with the Beattie strategy, backed by the campaign director, Kaiser, who ran a negative campaign against the opposition and concentrated on the economy and jobs.

Everything else was superfluous to labor, winning was all.

They called it ‘rope a dope’ but the campaign lacked the finesse of Muhammed Ali and was not nearly as witty. Kaiser did not have to be a genius to work out the winning line was:
