Two quick comments.
I am not sure that this is an accurate way to view things:

Maybe this is right, but if the selling price of ore remained the same – and mining workers received all the proceeds – would this be based on mining workers supposedly:
extracting surplus value from other capital.
Also I am uncomfortable with just focussing on mining resource “rents”.
All economic rents need to be treated the same – investment banking in particular, oligopolies such as airlines and supermarkets and so on.
I would also want tax theory to include recognition of the amount of domestic labour utilised in different industries.
