Marx and rent – taxing resource rents in Australia

Marx and taxing economic rent

This is very much a draft paper. I argue that taxing resource rents in Australia involves a battle between the state in its Commonwealth and State and Territory variations as landlord and mining capital as both a new landlord and exploiter of the land and the minerals therein. That battle is over the share of the economic rent which mining capital extracts from other capital in the process of distribution of the profit or more correctly surplus value arising in production.

Me just published in the Canberra Law Review (as a fairly basic prelude of sorts to talking about Marx on rent) ‘Taxing economic rent is one key element in tax reform in Australia and sets possible directions for the future. This paper introduces readers to the ideas of Adam Smith and David Ricardo and others on rent to aid understanding of the debates about economic rent today.

Economic rent and taxation – a lawyer’s guide

Taxing economic rent is at the heart of the Henry Tax Review in Australia.

Economic rent arises from monopoly. The tendency to monopoly is built into the way capitalism is organised.

Competition leads to monopoly.

The ongoing monopolisation of the global economy and Australian economy will mean that despite the Labor Government’s rejection or watering down of key economic rent tax proposals in Henry, future governments will come under immense budgetary, economic, social and political pressure to revisit the proposals or variants of them.
